How to create Icon Stamps and Frames for Icon Tools.
The procedure is exactly the same for both plugins. The only difference is in which folder the icon resides.
The Icon Stamps Folder resides in the System Folder. Any icon plug in placed in this folder will be merged on top of an exisitng icon.
The Icon Frames Folder also resides in the System Folder. Any icon plug in placed in this folder will be merged in back of an exisitng icon.
In this example, we will create an Icon Stamp for ResExcellence. :)
Launch ResEdit and from the File menu, select New. In the Dialog box, give your icon a name. In this example, I used ResEx-It.
Once you name it, an empty window like the one pictured on the left will open.
From the Resource Menu, select
Create New Resource...
You will be presented a window like the one on the left. Enter icl8 (for icon large 8-bit), and click Ok.
You now have the standard ResEdit icon editor.
From the Resource Menu, select Get Resource Info.
Change the ID from 128 to -16455.
Close this window when finished. You're ready to create your icon
Here's my ResEx-It icon.
Don't forget to drag the icon to the other seven boxes representing the different color depths and sizes.
When you have finished your creation, close the editor and you'll have a window that looks like the one on the left.
From the File menu, select Get Info for file...
You need to make the three changes circled it red.
Change the Type and Creator codes. Since I could not find that odd looking i on my keyboard, I copied and pasted the codes from an existing Icon Stamp.
Select the check box: "Use Custom Icon". You can now close this window.

Save your work, and quit ResEdit. Place the icon document in the appropriate Icon Tools folder and it's ready for immediate use.
